During Kumbh Mela some restrictions shall be imposed at Railway stations for passengers safety and their smooth evacuation. Restriction period shall be from D-1 to D+2 where ‘D’ is main bathing day.

- Separate entry of reserved passengers shall be given through Gate no. 5 from City side.
- Reserved passengers will be allowed on platforms only 30 minutes before arrival of their trains.
Naini Junction

- Exit shall be given towards Malgodam side (2nd entry) only.

- Beware of pick-pockets.
- Take care of your belongings.
- Do not eat anything given by any unknown person.
- Keep watch around you and alert onboard staff, security staff and volunteers if you see any unclaimed objects lying around you.
- Buy tickets only from authorized counters/personnel.
- Do not panic.
- Move in queue and avoid pushing people in front of you.
- guidance of security/ticket checking staff and volunteers deployed at the Railway stations.
- Do not sit on the platforms and FOBs. Keep them free for movement.
- Do not carry inflammable materials like cooking gas cylinders, kerosene, kerosene stoves, straw etc.
- Do not spit or litter in Railway premises. Help Railways in keeping trains and Railway stations neat and clean.
- Do not smoke in train and in station premises.
- Show your ticket on demand by ticket checking staff.
Emergency Services
To ensure the safety of pilgrims measures, have been taken up to fight against emergencies.
Fire Service
Fire stations would be set up along with fire outposts well equipped with the following:
- Medium and large capacity fire trucks
- Water mist bikes and jeeps
- Rescue and foam tender
- Fire extinguishers
- Fire ambulance
- Breathing apparatus sets
- In case of fire and emergency, give instant call to Mela Control & fire department at 100 / 112 /1920.
- In case of fire make a noise / shout fire alert to alert the nearby people / tents.
- Stay calm in an emergency situation and with composed mind, using the nearby fire extinguishing equipment keeping a safe distance and without putting yourself in a danger, try to put out the fire. And always remember that fire and smoke are faster than you, so work faster but do not panic and get confused.
- Always try to identify and remember your closest exit routes and use them in case of emergency.
- Pay attention to all the public announcements and always remain watchful.
- Learn your firefighting equipments so well that it can be used correctly in case of fire.
- Keep a sufficient amount of sand and water in the drum along with basket which can be used to put out the fire if the fire breaks out.
- Try to take out the persons / children as quickly as possible from the fire-laden pandal / tents. And immediately cut down the ropes holding the tents/pandal. Collapsing the tents / pandal to prevent the fire to spread further. Make sure before cutting the rope of pandal / tents no person is left inside the pandal / tent. Make every effort to fight the fire by using the firefighting equipment / water / sand at nearby available means at that time.
- In case of cylinder fire, instead of throwing cylinder on the floor try to bring it out in upright and standing position. Also try to cover the cylinder’s burning side with a heavy / wet cloth and try to stop the gas from leaking.
- While fire department is coming, make every effort to fight the fire and keep yourself safe.
- In this regards, your consciousness and alertness are the main security.
- Always keep your surroundings clean and take part in fire safety training programs and drills for fire prevention.
- Do not store flammable materials in excess such as gasoline, kerosene, diesel, gas, candle, wood etc. in the tent.
- Do not use sub-standard and leaked gas in pandals and tents and do not fix the gas cylinders into the ground.
- Never use plastic and synthetic fabrics to make tents.
- Do not use open fire, burning stove and havan-kund in pandal and tents.
- Do not use bare and torn electronic wires in pandals and do not use heaters or any overloaded electrical equipment.
- The use of beedi, cigarettes, etc. is completely prohibited in the Maha Kumbh Mela area.
- Do not fill oil in burning lamp, stove, lantern, gas light, and do not use petrol or excessive inflammable substance in the stove.
- Do not cook food in the open during the high air and do not heat the bonfire in the open field during the strong wind.
- Do not move around with a lamp, candle or open burning fire.
- Do not leave the fire or the stove in open & unattended, ensure to put the water besides extinguishing it.
- Do not sit near the havan pond, stove or pot wearing synthetic or fiber made clothes.
- Do not damage firefighting equipment installed for water pipeline and fire safety.
- Do not gather in crowd; do not obstruct the movement of emergency vehicles.
- Do not park your vehicles in the middle of the road. This can delay the help from reaching you.
- Never block the emergency roads.
Police and emergency service manpower
A huge manpower would be deployed for the security of Maha Kumbh Mela 2025. Forces such as civil police, traffic police, armed police, coy of central paramilitary force, Jal police, watchman and home guards will be deployed.
Watch tower
To closely monitor crowd and events for emergency hazards, watch towers would be installed in the vicinity of Maha Kumbh Mela.
Evacuation
In case of emergencies, special evacuation plans have been integrated with the design for each ghat.
Integrated command and control centres (ICCC)
This system is used to integrate multiple departments to provide a monitoring platform. In case of emergencies, the information can be disseminated to all the concerned departments with the help of established ICCCs.
Traffic Plan
Prayagraj can be accessed from the airport in the city, else it can also be accessed from Varanasi which is the nearest popular airport. To reach Maha Kumbh Mela vicinity, the shuttle bus services would be started.
Maha Kumbh Mela has also good accessibility through Indian Railways network of North Central Railways, North East Railways, and Northern Railways. Prayagraj is in comfortable approach to major cities such as Delhi, Kolkata, Lucknow, Kanpur etc. Trains can be booked well in advance through IRCTC website https://www.irctc.co.in/nget/. In order to meet the high demand during Kumbh Mela 2025, special train services will be started for the convenience of visitors and pilgrims.
For pilgrims approaching Maha Kumbh Mela 2025 via road can avail the Roadways State Bus facility connecting to most of the major cities within Uttar Pradesh and nearby states. Information on Roadways bus routes can be availed from http://www.upsrtc.com/.
Pilgrims travelling to the Maha Kumbh Mela by private vehicles can avail the facility of parking areas strategically planned to cater the demand from all the major access routes to Prayagraj Maha Kumbh Mela.

Security Services
Security of pilgrims visiting Maha Kumbh Mela 2025 is at priority on top of all the other aspects. To ensure the security and to maintain order at Maha Kumbh Mela, police will deploy the following measures:

Lost and Found
The Mela authority along with the police department will establish high-tech Lost and Found registration centers across the Mela area. These centres will facilitate the lost pilgrims to reunite with their families and friends. This facility will provide digital registration of lost pilgrims at all centers and assist the pilgrims to unite with their kins through below mentioned features:
- Lost person(s) (not carrying mobile) can call and connect with their family/friends through help of Lost and Found centre
- Lost/missing person(s) information including the centre name/location where the person(s) is(are) situated at will be displayed at every Lost and Found centre to help family/friends trace the missing person
- Public address announcement at the centres for all lost/missing people
- Social Media (Facebook, Twitter) postings of Lost and Found individuals
- Police support if lost persons are not claimed by their family/friends within 12 hours
- Whenever you come to know about lost person immediately contact nearby local police department or our lost and found centres.
- Ask for lodging of report of lost person.
- Provide personal informations about the lost person.
- For lodging the report of lost person, please furnish following informations to the officer concerned
- Full name of lost person.
- Date of Birth/Age and residential address.
- Intimations about physical details of that person.
- A recent photograph of the person, if available.
- Clothes worn last time.
- Place where lost person was seen last.
- Whether he/she is facing any physical or mental problem.
- Any identity proof such as Aadhaar Card/Voter Identity Card etc.
- For contacting purposes mobile no./whatsapp no. and e-mail ID of family or friends.
- Adults claiming the person (children or ladies) should be asked to furnish Identity Card unless it is clear that the child or lady recognizes the adult.
- Prior to entrustment/transfer of children or ladies ensure that the guardian/caretaker is fit (for example, they are not in drunken state) on being doubtful controller of the Mela/local police may be consulted.
- If family/caretaker is unfit to look after the person found then interference of police may be necessary.
- Whenever lost person(s) (children/ladies) reunite with the family/caretaker, they will inform the centre officer, Mela Controller/local Police.
- Unless and Until the child is safe, details of the children should not be broadcasted publicly.
- Prior to entrustment/transfer of found person, please ensure that one copy of clear identity certification Adhaar/voter ID card of family/caretaker should be collected and it is necessary that a clear acknowledgement signature of the receiver with date and time should also be taken on report form.
Health Emergency
DMCC (Disaster Management Control Cell) would be established in Central hospital headed by Nodal Officer. Quick Medical Response Teams would be deployed at each circle office and at each circle hospitals. Also, Ambulances with wireless sets will be available 24x7 in the Mela Area to support these teams. The health department is preparing for sanitation, vector-borne diseases, solid waste management and disaster management along with general health services. Central hospital will be established in Mela area with facilities of x-ray, ultrasound and pathology services along with, 24 hour availability of specialist doctors. Apart from that, other circle hospitals would be set up in differnt sectors to provide all health related facilities. Infectious disease hospital will also be established. Also, first-aid posts inside Mela area and out-health posts outside the mela area will be established to provide service to patients. Apart from the above, a vector control unit will be formed to counter infectious diseases.
Fire Hazard
To fight the disaster related to fire hazard, remedial measures will be taken by the authority that includes utility of modern and innovative firefighting tools. Standard operating procedure would be designed for better efficiency of mitigation strategies.
Epidemic
All 10 super speciality departments provide specialised treatment to serious patients in Neurosurgery, Neurology, Nephrology, Endocrinology, Urology, Plastic Surgery, Oncosurgery, and CTVS Gastroenterology & Cardiology. Trauma centre to deal with crisis in trauma care facility. Special ward outside Mela area will be reserved for Maha Kumbh Mela pilgrims.
Flood
To fight against flood situations in the Maha Kumbh Mela area, standard operating procedures have been designed and communicated across all the departments. Flood response system is prepared with mitigation equipments such as lifebuoy, life jackets, jetty, sonar system, boats etc.
Stampede
Disaster management facilities with dedicated team of doctors & paramedical staffs in case of burn injuries, drowning, stampede etc. with specialised kits. Every Police officer to be informed of traffic plan (including diversions and holdup areas) for prevention of diverting crowd in the wrong direction. Area in charge and inspectors to take stock of barricading arrangements every 2 hours every day to ensure movement of crowds in defined directions. Round the clock, CCTV monitoring of identified high-risk areas for diversion of crowd with appropriate utilisation of public announcement system. Stock emergency equipment and supplies at all high-risk areas (first aid kits, barriers, torches etc.)
